About this opportunity
The City of Beaverton in Gladwin County, Michigan, is seeking sealed proposals for the Trail of Two Cities Pathway Connector Project, a comprehensive infrastructure development initiative. The procurement involves constructing a 228 linear foot boardwalk, 973 linear feet of 6-foot wide trail, implementing drainage improvements, and installing pedestrian signage. Prospective contractors must submit proposals by 11:00 a.m. on Thursday, October 2, 2025, with a non-mandatory pre-bid meeting scheduled for Thursday, September 18, 2025, at City Hall. Each bid proposal must be accompanied by a certified check or bidder's bond representing 5% of the total bid amount. The city will prioritize contractors familiar with the local infrastructure and park system, with a preference for firms located in the Greater Gladwin County Region. Evaluation criteria will include contractor experience, local knowledge, and compliance with project specifications prepared by MLR Engineering.
The solicitation emphasizes strict compliance with civil rights legislation, specifically the Elliott-Larsen Civil Rights Act and Persons with Disabilities Civil Rights Act. Contractors and subcontractors must adhere to non-discrimination requirements covering characteristics such as race, color, religion, national origin, age, sex, height, weight, marital status, and disability. While no specific set-aside designations are explicitly mentioned, the procurement appears to favor local contractors with regional expertise. Project plans and specifications will be available electronically at no cost beginning August 29, 2025, through MLR Engineering, located at 134 S. Main Street, Suite #1, in Freeland, Michigan. The City Council reserves the right to accept or reject any bids and to waive informalities in the bidding process, with the ultimate goal of selecting a proposal that best serves the city's interests. Although a specific budget range is not provided, the detailed scope of work suggests a significant infrastructure investment for the community.
