About this opportunity
The County of Orange, through OC Waste & Recycling, is issuing a competitive invitation for bid (IFB #IFB-299-3001001-AA) for the procurement of traffic signs and related devices on an aggregate usage contract basis. This fully electronic solicitation seeks qualified vendors to supply aluminum traffic signs with reflective sheeting available in multiple colors (white, green, brown, red, yellow, and orange), custom signs in various sizes ranging from 8" x 8" to 48" x 96", and traffic control equipment including barricades, cones, delineators, pavement markers, and miscellaneous safety devices for use at three landfills and a hazardous household waste facility. The 70 line items encompassing the solicitation must meet or exceed California specifications and include standard Caltrans regulatory signs such as stop, speed limit, no parking, do not enter, and wrong way signs. The contract term is five years beginning February 1, 2026, with orders to be placed on an as-needed basis and no guaranteed usage; delivery is required within 7 to 10 days of order placement, with rush delivery available within 72 to 96 hours for an additional charge. Electronic bids must be submitted through the County's eProcurement portal at https://procurement.opengov.com/portal/ocgov by February 27, 2026, at 2:00 PM, with all questions submitted through the solicitation's Question & Answer section by that same deadline. Pricing must be firm and all-inclusive for the entire contract term, covering materials, labor, shipping, handling, freight, and transportation charges with no retroactive adjustments permitted; award will be made to the lowest responsive, responsible bidder, and bids remain valid for 365 days following the closing date.
The County offers preference deductions for certified vendors: a 5 percent preference for businesses certified as either Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE), or an 8 percent preference for businesses certified as both OCLSB and DVBE, with a maximum allowable preference deduction of $100,000. Upon contract award, the successful contractor must obtain Board of Supervisors approval if the total contract value exceeds $1,000,000 and must submit within seven days of notification a valid D-U-N-S number, Unique Entity Identifier (UEI) number, certificates of insurance with additional insured endorsements naming the County, and a completed W-9 form or 587/590 form for out-of-state vendors. The contractor must carry comprehensive general liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability coverage of $1,000,000, statutory workers' compensation, and employers' liability insurance of $1,000,000 per accident. Additionally, the contractor must maintain reasonable stock levels for on-demand delivery, obtain all required permits and licenses, and guarantee that quoted prices are equal to or less than those offered to other government entities for equivalent scope; price decreases will automatically apply to the County while all price increases require 30 days' advance written notice with supporting documentation. No specific budget range or award value is disclosed in the solicitation materials, though the contract structure as a multi-year usage agreement with 70 line items and multiple delivery locations suggests a potentially substantial procurement.
