Emergency work labor is compensated at 1.5 times normal bid prices.
Bidders must demonstrate minimum two years documented experience in traffic signal installation, testing, and repair. Required equipment includes at minimum two bucket trucks with 35-foot working height, one truck-mounted attenuator, one digger derrick with 42-foot sheave height, and one mini excavator. All personnel must obtain IMSA Traffic Signal Technician Level I certification, work zone safety training, and valid flagging certifications; pass criminal history background checks; and comply with Medeco XT cabinet key access and cybersecurity training requirements.

The contract term runs February 1, 2027 through June 30, 2028, with four optional one-year renewals. Bids must be submitted electronically through eVA. Virtual public bid opening is November 2, 2026 at 10:00 a.m. EST. Vendor transaction fees of 1% apply (capped at $500 for small businesses, $1,500 for others) per eVA order.
