The contractor must complete all work within twenty consecutive working days from Notice to Proceed.
Awards will use a best-value competitive bidding method considering price, bidder experience and reputation, quality of goods and services, historically underutilized business compliance impact, safety record, proposed personnel, financial capability, and past working relationships with the City. The bid schedule includes an $18,000 lump sum allowance for City-directed change orders addressing legitimate project-related issues.
Statutory performance and payment bonds in the contract amount are required, along with a one-year maintenance bond. Bid security is not required; bids must remain open for 60 days following opening. The contractor must execute a Form 1295 Conflict of Interest Questionnaire and comply with Texas statutory verifications regarding boycotts of Israel, discrimination against firearm entities, and boycotts of energy companies.
