About this opportunity
The City of Healdsburg is requesting proposals for traffic signal and pathway lighting maintenance and repair services, with proposals due May 14, 2026 at 4:00 PM. Proposers must hold both a Class A and C-10 Contractor's license from the California State Contractor Licensing Board and employ at least one Level Three IMSA-certified technician and one Level Two IMSA-certified technician, each with a minimum of three years' traffic signal repair experience — mandatory qualifications that filter the competitive field significantly.
The scope covers maintenance and repair services for 14 signalized intersections, three flashing beacons, six above-ground lighted crosswalks, and associated street lighting and other City equipment. Proposers must demonstrate a minimum of five years' experience performing similar services and submit a minimum of three relevant past California projects completed within the last five years, with municipal project examples preferred. The work must comply with prevailing wage requirements, California Building Standards Code, and multiple safety standards and regulations.
Evaluation occurs in two stages. Stage One screens for compliance with mandatory criteria. Stage Two applies weighted scoring: introductory letter (10 points), project team qualifications (25 points), work plan (15 points), cost (10 points), references (10 points), and potential interview components (30 points). The resulting contract is a firm, fixed-price agreement for one year with the option to amend for up to four additional years at the City's discretion.
Questions are due May 7, 2026. The City will conduct a minimum qualifications review on May 15, 2026, proposal evaluation on May 18, 2026, and City Council award on June 1, 2026, with an anticipated contract start date of July 1, 2026. Proposals must include one hard copy and one electronic copy on a thumb drive with separate PDFs for narrative and cost proposal; the cost proposal must be submitted in a separate sealed envelope and will not be considered confidential.
