About this opportunity

The State of Maine is requesting quotations for traffic safety vests with proposals due November 13, 2013. The solicitation requires submission of separate unit prices for each item, with awards based on best value considering product quality, conformity to specifications, delivery dates, and overall cost. In cases of tied quotes, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

The scope specifies Viz Guard by Spiewak Shell model S912 062 vests constructed of 100% polyester with yellow and black reflective material, compliant with ANSI/ISEA 207-2006 standards. Vests must be available in sizes XS through XXXL and feature reflectorized tape lettering on front and back. State trooper vests require "STATE" down the right front, "TROOPER" down the left front, and "STATE TROOPER" across the back; inspector vests require "INSPECTOR" down the right front and "INSPECTOR" across the back, with specific lettering dimensions (1" x 1" front, 1" x 7/8" back).

All quotes must be submitted electronically by 2:00 p.m. local time on the closing date. Supporting documentation may be submitted via fax or mail prior to bid opening. Transportation charges, including freight and express delivery, shall be prepaid by the contractor unless otherwise specified. Pricing must exclude Federal and Maine State Sales and Use Taxes. The State reserves the right to reject any or all quotes, waive technicalities, and increase or decrease quantities by up to 10%. All questions must be submitted through the designated online Q&A portal; questions submitted through other channels will not be considered valid. Contractors must furnish items exactly as specified on the Purchase Order and provide current material safety data sheets for any hazardous chemicals per Maine's Chemical Substance Identification Law. Purchase orders and master agreements cannot be assigned, sublet, or transferred without written consent from the Director.
