About this opportunity

The Texas Department of Transportation (TxDOT) is requesting proposals for non-site specific traffic control services on US Highway 69 and various roadways in Smith County and Cherokee County, with proposals due October 13, 2026 — a one-day deadline from posting.

The scope encompasses mobilization, portable changeable message signs, truck-mounted attenuators (TMA), lane closures of multiple types, flagger control, and maintenance speed limit signing. The contractor must maintain a minimum of two 3-man crews and trucks capable of hauling traffic control devices, with equipment deployment within one hour of authorization and emergency response within 30 minutes of notification plus travel time. The contract period is 730 calendar days. Contractors must submit an audited financial statement and experience questionnaire at least ten days prior to the letting date.

A proposal guaranty of $19,000 is required in the form of a cashier's check, teller's check, bank money order, or bid bond. Liquidated damages for non-compliance are assessed daily at rates ranging from $911 to $8,613 per working day depending on total contract value, plus road user costs when applicable. Contract extension for up to the original contract time is permitted once only, with mutual written agreement and satisfactory performance; unit prices may be adjusted based on the Federal Consumer Price Index for the Southern Region.

Contractor performance is evaluated based on quality, safety, and timeliness under Texas Transportation Code Section 223.012. The contract incorporates E-Verify participation, Buy America provisions, nondiscrimination certifications, cybersecurity safeguards, and certifications regarding boycotts and conflicts of interest. Points of contact are Jesse Kyle, Tyler Maintenance Supervisor (903-675-3809), and Rebecca Petty, Tyler Assistant Maintenance Supervisor (903-283-9178).
