About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for a master agreement contract to supply traffic control items for the Kentucky Division of Highways, which will serve all 12 divisions through official delivery orders. The procurement encompasses 31 line items including channelizing drums, tire ring ballast collars, traffic cones in various sizes (up to 7,000 units of 28-inch cones), barricades with and without bases, reflective materials, flexible delineator posts in multiple configurations, guardrail and concrete delineators, removable striping tape in various widths and colors, specialized cones for electrical work with hazard signs, STOP/SLOW paddles with telescopic handles, grabber cones, and tubular markers, with quantities ranging from 25 units to 7,000 units and several line items measured in linear feet. All materials must meet current MUTCD standards, KYTC Department of Highways Standard Specifications, and applicable MASH standards for traffic control devices. Bids are due on November 26, 2024, at 1:30 p.m. Eastern Time, with an optional public bid reading via conference line at 3:00 p.m. on the same date and a tentative award date of December 3, 2024. Evaluation criteria allocate 95 points to price (lowest bidder receives maximum points) and 5 points to delivery time (best delivery time receives maximum points), with awards made on a best-value basis. The master agreement will have an initial term from the award date through November 30, 2025, with four optional one-year renewal periods available with written approval from both parties.
Reciprocal preferences apply to Kentucky resident bidders, and qualified bidder preferences of 20 percent apply to Kentucky Correctional Industries and 15 percent to Kentucky Industries for the Blind and qualified nonprofits per KRS 45A.490-494 and 200 KAR 5:410. Vendors must submit pricing on a firm, fixed-price basis with F.O.B. Destination Freight Prepaid and Allowed terms, with all freight charges the responsibility of the vendor; price increases are prohibited during the first 12 months and thereafter require 30 days' written notice with industry-wide price justification, while price decreases must be implemented immediately. Vendors must register in the Commonwealth's eProcurement system (VSS) prior to submission and submit bids electronically only through this system, with all bids remaining valid for a minimum of 90 calendar days following the bid closing date. A one percent per day delinquency penalty applies for late deliveries based on the delivery order date, unless delays result from Commonwealth actions or force majeure events. No specific incumbent vendors or budget values are identified in the solicitation documents; however, the scope and quantities of items suggest a significant contract value given the extensive product range and quantities required to support all 12 divisions of the Kentucky Division of Highways.
