About this opportunity
The City of Pittsburgh Office of Management and Budget is requesting bids on traffic calming installations on behalf of the Department of Mobility & Infrastructure under IFB #2026-IFB-186, with bids due October 21, 2026 at 2:00 PM and questions due October 7, 2026 at 3:00 PM. The solicitation carries participation goals requiring 18 percent Minority-Owned Business Enterprise, 7 percent Women-Owned Business Enterprise, 5 percent Veteran-Owned Small Business, and 3 percent LGBTQIA+-Owned Business Enterprise participation, with bidders required to demonstrate good faith efforts and submit detailed DBE documentation. Prevailing wage requirements per the Pennsylvania Prevailing Wage Act and Pittsburgh Code Section 161.16(e) apply to all workers.
The scope includes speed cushions designed to allow emergency service vehicles passage while slowing standard traffic, speed humps, speed tables, raised crosswalks, and mountable combination curbs and gutters. Detailed technical specifications establish precise engineering standards for each installation type, including speed hump dimensions of 12 feet in length with height gradations up to 3 inches, speed tables with 22-foot length, 18-foot width, and maximum slopes of 8.33 percent, and raised crosswalks with 24-inch piano key markings spaced 3 to 5 feet on center. All installations require milling existing asphalt to a minimum depth of 1.5 inches and sealing with AC20 asphalt concrete.
The contract period runs from November 1, 2026 through October 31, 2028, with two one-year renewal options. All bids must be submitted as fixed-price proposals with no escalation permitted. A bid guarantee of no more than 5 percent of the total bid amount is required. Upon award, the contractor must furnish Performance and Payment Bonds each equal to 100 percent of the contract price within ten calendar days. General Liability insurance of $1 million per occurrence and $2 million aggregate, Automotive Liability insurance of $1 million per occurrence and $2 million aggregate, and Umbrella Liability insurance of $5 million are required. The City is exempt from federal excise taxes, transportation taxes, and certain state sales taxes; bidders must itemize estimated state sales tax separately and exclude it from bid prices. Bids are submitted electronically through the City's procurement portal with non-mandatory bid opening on October 21, 2026 at 3:00 PM.
