About this opportunity
The City of Leander, Texas is soliciting Statements of Qualifications to pre-qualify a pool of firms for Traffic and Roadway Engineering Design and Analysis services, with SOQs due December 1, 2026 at 2:00 p.m. Central Time through the City's Bonfire portal. Pool membership does not guarantee task orders, and pre-qualified respondents may be selected without a formal RFP.
The City will establish a three-year Professional Services Agreement under which negotiated task orders are issued on an as-needed basis for individual projects. Respondents must have municipal experience in the technical area. Each response must include at least one registered professional engineer or architect as Project Manager with a minimum of five years of experience in the specified services, or, for land surveying services, a Registered Professional Land Surveyor (RPLS). The listed jurisdictions are Williamson County and Little Cypress CDP.
Responses are limited to 35 pages and must include proof of licensure, references, a completed CIQ Form, and a Professional Services Agreement Certification Form. A draft multiple task order PSA template has been posted with the solicitation. A City staff committee will evaluate submissions using weighted criteria: Relevant Qualifications and Experience (30 points), Proposed Staff (20 points), Available Resources and Location (20 points), Methodology and Approach (20 points), and Added Value (10 points). The City may conduct oral presentations and modify evaluation criteria, and it reserves the right to reject any or all submissions.
The City anticipates awarding the pool by April 2027, upon City Council approval and execution of agreements. Payment is due within 30 days of service completion under the Texas Prompt Payment Law. The City may terminate the agreement at the end of any fiscal year if sufficient funds are not appropriated.
