About this opportunity

The Texas Parks and Wildlife Department (TPWD) is requesting bids on refuse and trash collection, removal, recycling collection, and disposal services at Cooper South Sulphur State Park in Sulphur Springs, Texas, under IFB 802-27-79189, with bids due August 6, 2026 at 2:00 p.m. Central Standard Time.

The scope includes weekly pickup service for eight 4-cubic-yard containers and five 6-cubic-yard containers year-round (September through August), with service hours between 8:00 a.m. and 5:00 p.m., Monday through Friday. Optional line items cover additional pickup trips, container adjustments, and temporary 40-cubic-yard roll-off containers on an as-needed basis. All unit pricing must include administrative fees, fuel surcharges, delivery, pickup, and disposal costs. Containers must be leak-proof, insect and rodent-resistant, and in good condition; TPWD will select colors to distinguish service types.

The initial contract term runs from September 1, 2026, through August 31, 2028, with an option to renew for three additional one-year periods based on funds availability and vendor performance. Price adjustments for renewal periods may be considered for landfill disposal fee increases with documentation, limited to one increase per 12-month period.

Minimum qualifications include at least three years of business experience in specified services, verifiable references, appropriate licensing and permits, commercial general liability insurance of $500,000 per occurrence, and workers' compensation coverage. Bidders must submit Exhibit A (Company Profile) and Exhibit B (Past Projects with Corresponding References) with a minimum of three verifiable references for similar work completed within the previous five years; TPWD prohibits use of past TPWD work as references. Award will be made on a best-value basis considering lowest price, qualifications and experience, delivery and service schedule, past performance, life cycle costs, and quality and reliability. A site inspection is highly encouraged; contact Park Superintendent Aron Maib at 903-945-5256 x223. Bids are to be submitted electronically to Purchasing.bidbox@tpwd.texas.gov or by mail or hand delivery to TPWD Purchasing and Contracting, 4200 Smith School Road, Austin, Texas 78744.
