About this opportunity

Texas Parks and Wildlife Department is requesting bids on two towable hand-fed chippers for State Parks Division under IFB 802-26-82762, with bids due August 27, 2026 at 2:00 p.m. CST.

The chippers must be new equipment only, equipped with Tier 4 diesel engines and minimum 74 horsepower, meeting specifications such as Vermeer BC1000XL, Bandit 1390XP, or TPWD-approved equivalents. Required add-on features include extended discharge chutes, tool storage boxes, spare tire kits, and LED work lights. Delivery is to TPWD State Parks Region 2 Regional Office in Rockport, Texas, with the vendor bearing all shipping, handling, and delivery costs on an F.O.B. destination basis. The vendor must provide one week's notice prior to delivery and coordinate the delivery date with Ed Corbett, Project Manager III. Equipment must be accepted within five working days of receipt and pass compliance inspections and performance testing upon arrival.

Pricing must be submitted on a per-unit basis with unit price including all shipping, handling, fuel surcharges, delivery, and offloading fees. The contract commences upon issuance and automatically expires upon agreed-upon delivery and final acceptance. TPWD reserves the right to award on the basis of lowest line-item bid, lowest total of line items, or any other combination serving the state's best interests. Evaluation factors include lowest price, ability and qualifications, delivery and service schedule, past performance, life-cycle costs, and installation costs.

The vendor must supply original Certificate of Origin, Application for Texas Title, and invoice showing equipment VIN number; TPWD will perform titling with the dealer's tag supplied within 60 days of delivery. Responses are binding for 60 business days from the bid due date. Payment will be made through state warrants within 30 days after receipt of properly prepared invoice or acceptance of goods, whichever is later. Respondents must comply with all applicable state and federal requirements, including E-Verify system utilization and debarment certification.
