About this opportunity

The Southwest Ohio Regional Transit Authority (SORTA) is requesting proposals for comprehensive Workers' Compensation Third-Party Administrator (TPA) services to manage its self-insured workers' compensation program, with proposals due November 4, 2026 at 2:00 p.m. EST and a pre-proposal meeting on October 15, 2026.

The scope encompasses claims administration and management, medical management and return-to-work services, cost containment and financial management, investigations and litigation support, compliance and regulatory support, reporting and data management, and program consulting services. The firm must operate in accordance with applicable Ohio laws and regulations. SORTA has determined that formal small business participation goals are not available under this solicitation, although proposers are encouraged to include small and disadvantaged businesses where feasible.

The contract term is five years with firm-fixed pricing on an annual basis. All costs, including labor, materials, software, equipment, transportation, administrative expenses, and reporting, must be included in the quoted amounts. No estimated contract value is stated. Proposed pricing must remain valid for a minimum of 120 days from the proposal deadline.

Evaluation is weighted as follows: Project Approach (45%), Firm and Staffing Qualifications (35%), and Price (20%). Award will be made to the firm whose proposal is deemed most advantageous to SORTA considering cost and all other factors.

The contractor must maintain comprehensive insurance coverage including Workers' Compensation (statutory), Employer's Liability ($1,000,000), Comprehensive General Liability ($1,000,000), Automobile ($1,000,000), Owner's Protective Liability ($1,000,000), Crime ($1,000,000), and Professional Liability/Errors and Omissions ($1,000,000), with SORTA named as additional insured. Questions are due October 21, 2026, with responses provided by October 28, 2026. Proposals must be submitted electronically in two volumes: Technical Proposal (Volume 1) and Business Proposal (Volume 2), with pricing submitted separately.
