About this opportunity

Paupack Township in Wayne County, Pennsylvania is seeking bids for the construction of an addition to its existing Township Building through an electronic procurement process via PennBid. The project requires a comprehensive construction effort with prevailing wage rates applicable, as determined by the PA Department of Labor and Industry. Bid packages, including detailed specifications and scope of services, are available at no cost through the PennBid platform. Electronic proposals will be received until 2:00 PM on September 11, 2025, with a public bid opening scheduled during the Township Supervisor's meeting at 6:30 PM the same day. Bidders must submit a 10% bid bond with their proposal and be prepared to provide a performance and payment bond of 100% of the contract amount within 20 days of award. The township will evaluate bids based on the lowest responsible bidder criteria, reserving the right to waive informalities and reject any submissions. Any questions regarding the solicitation must be submitted through PennBid's "Questions" feature by September 4, 2025, at 4:00 PM.

The procurement appears to be open to all qualified contractors without specific set-aside designations or enterprise restrictions. While no incumbent vendor is mentioned, potential bidders should be prepared to demonstrate substantial construction capabilities, particularly in municipal building additions. The bid will be awarded to the most responsible and responsive bidder, with the township maintaining flexibility in the selection process. No specific budget range is explicitly stated in the available documentation, though the requirement for performance and payment bonds suggests a project of significant financial scale. Interested contractors should carefully review the attached bid specifications (1-BidSpecs - Paupack Twp Bldg Addition 8-15-25.pdf) and bid plan set (2-Bid Plan Set 08-12-2025.pdf) to fully understand the project requirements and scope. The electronic submission process through PennBid indicates a modern procurement approach focused on transparency and accessibility for potential bidders.
