About this opportunity

The Town of Roxbury, Connecticut is requesting sealed proposals from qualified law firms to serve as the Town's general municipal legal counsel, with proposals due July 23, 2026 at 11:59 a.m.

Bidders must be Connecticut Bar members with a minimum of three attorneys in the firm, including at least one with substantive municipal legal experience in Connecticut. The scope covers routine municipal matters, land use issues, administrative proceedings, litigation, and specialized legal advice. The Town anticipates an initial contract term from January 1, 2027 through December 31, 2030, with possible extension by mutual agreement.

Pricing is structured as a retainer for routine services and hourly rates for ad-hoc services including litigation, administrative proceedings, and complex real estate transactions. The Town expects monthly activity statements itemizing services and time spent. While price is a material factor, the Town will award to the firm deemed in the best interests of the Town based on overall qualifications and best value.

Required qualifications include firm background and history, principal owners' and attorneys' credentials, familiarity with Connecticut State Law, documented municipal experience with Connecticut municipalities, cost-effective service delivery approach, current capacity and availability, any sub-consultant involvement, conflict of interest statements, and disclosure of grievances or malpractice claims from the past five years. The selected firm must provide a Certificate of Good Standing, professional liability insurance of $5 million, general liability coverage of $1 million per occurrence, workers' compensation insurance at statutory limits, and auto liability insurance of $1 million per occurrence, with the Town named as additional insured. A hold harmless agreement is required. Payment is due within 30 days of invoice receipt.

Proposals will be publicly opened and read aloud at 12:00 p.m. on July 23, 2026 in the Edward T. Went Community Room at Roxbury Town Hall, 29 North Street, Roxbury, CT 06783. Vendor questions are accepted through July 23, 2026 at 11:44 a.m. EDT. Interviews with short-listed firms may be scheduled at the Town's discretion. Bid documents are available online at Roxburyct.com or in person at the First Selectman's Office.
