Substantial completion is required within 120 consecutive calendar days from Notice to Proceed, with final completion within 30 days thereafter. Liquidated damages of $500.00 per calendar day apply for delays.
Bid security of 5 percent of the total bid (certified check or bid bond) is required. The contractor must provide 100 percent labor and materials and 100 percent performance bonds prior to work commencement. Insurance requirements include Commercial General Liability ($1,000,000 each occurrence), Commercial Automobile Liability ($1,000,000 per accident), Umbrella Liability ($5,000,000 each occurrence), and Professional Liability ($5,000,000 per claim and aggregate). The Town will award to the lowest responsible and qualified bidder. If the bid price exceeds $1,000,000, Connecticut prequalification under General Statutes Section 4b-91 applies. Non-resident contractors with contract prices exceeding $250,000 must file a 5 percent Guarantee Bond with the Department of Revenue Services. Questions are due October 14 at 10:00 a.m. Bids remain irrevocable for 60 days following opening. Contact Mark Simmons, Town of Preston, 860-887-5581 or Msimmons@prestonct.gov.
