About this opportunity
The Town of Norwich, Vermont, is seeking proposals from qualified tree service contractors for the removal of 14 hazardous trees along town roadways, with proposals due November 23, 2026, at 1 p.m. ET. Questions are due November 9, 2026, at 4 p.m. The solicitation does not restrict eligibility by set-aside or preference program.
Work consists of felling and removing 14 trees identified by the Town Tree Warden, performed within the town right-of-way on various town roads. Bidders must submit a lump-sum price covering labor, materials, removal, overhead, and profit. Before starting work, the selected contractor must provide a Certificate of Liability Insurance with commercial general liability coverage of no less than $1 million per occurrence and $2 million per aggregate, naming the Town as an additional insured, along with Workers Compensation Insurance. The Town has reserved a finite amount of funds for the project. Work must begin as soon as possible after award and be completed by January 31, 2027.
The Town will evaluate bids on price, ability to perform, experience and reputation, equipment quality, ability to meet terms and conditions, financial responsibility, and other factors the Town deems relevant. The Town is not obligated to award on low bid alone and reserves the right to reject any or all bids. Monthly invoices are submitted at month-end and approved by the Town Manager, with payment made upon final approval by the Town Selectboard, which meets twice monthly.
Site visits are recommended but not mandatory. Interested bidders should contact Town Manager Brennan Duffy at BDuffy@norwich.vt.us to schedule a visit with a Norwich tree warden. The Town intends to open bids on or around November 23, 2026, at the Town Office and select a contractor by November 25, 2026. The full RFP and Addendum #1, issued October 26, 2026, are available on the Town of Norwich website or at Town Hall, 300 Main Street, Norwich, Vermont.
