About this opportunity

The Town of Mountain Village in Colorado is seeking a contractor for a critical 2025 Pump Station Upgrade project involving comprehensive electrical and infrastructure improvements to its water pump system. The procurement focuses on replacing electrical hardware at the San Miguel Pump Station and Wells 9 & 10, including installing new soft starters, circuit breakers, fuse blocks, transformers, wiring, SCADA systems, PLCs, sensors, and meters. Key deliverables include ensuring continuous water service for Mountain Village and Telluride residents and businesses while upgrading the electrical infrastructure. Potential bidders must complete a mandatory site visit prior to April 21, 2025, and submit sealed bids by April 21, 2025, at 12:00 PM. All questions must be submitted by April 7, 2025, at 5:00 PM, with responses distributed to potential bidders via email by April 15, 2025, at 5:00 PM. The project requires contractors to maintain water pumping capabilities at the end of each work day and complete substantial project work between 7:00 AM and 6:00 PM, Monday through Saturday.

The procurement appears open to qualified contractors without specific set-aside designations, though contractors must meet comprehensive insurance and bonding requirements, including providing a bid bond equal to 5% of the bid and a performance bond of 50% of the contract price. The Town of Mountain Village will award the contract to the lowest responsible and responsive bidder, with potential flexibility to select an alternative bid offering the best value. A significant penalty of $500 per day will be imposed if substantial completion exceeds 60 days from the Notice to Proceed. While a specific budget range is not explicitly stated, the project involves critical infrastructure upgrades with significant technical complexity. The project is government-funded and requires a tax-exempt certificate from the Colorado Department of Revenue. Contractors will need advanced electrical and SCADA system expertise, with the ability to integrate new components into existing water system infrastructure while maintaining uninterrupted service.
