About this opportunity
Town of Mamaroneck Highway Department is requesting sealed bids for leaf-season disposal and handling services under Contract TA-26-14, with proposals due September 28, 2026 at 10:00 a.m. EST at Town Center Offices, 740 West Boston Post Road, Mamaroneck, New York. The acceptance facility must be located within a 10-mile radius of the Town Highway Yard at 40 Maxwell Avenue, Larchmont, New York — a geographic constraint that filters eligibility.
The scope requires a qualified facility to receive, store, handle, and transport approximately 2,500 tons of segregated leaf material collected during the operational period from October 14, 2026 through January 15, 2027. The facility must accept multiple truckloads daily, including peak volumes exceeding 30 trucks per day. Bidders must demonstrate regular provision of similar services, maintain appropriate licenses and permits for leaf-transfer facility and hauling operations, and hold liability insurance: Commercial General Liability ($1,000,000 Each Occurrence / $2,000,000 Aggregate), Workers' Compensation, Automobile Liability ($1,000,000), Umbrella Liability ($5,000,000), and Contractors Pollution Liability ($2,000,000).
Compensation is calculated on a lump-sum basis for facility operations, acceptance, storage, handling, and transport. Final disposal costs at an approved composting facility are based on the tonnage fee charged by Westchester County Department of Environmental Facilities, with weigh tickets or tonnage certifications required. The Town will bill for no more than 2,500 tons, with tonnage varying no more than five percent. Bidders convicted of bid rigging or related criminal charges are disqualified. The Town reserves the right to reject any or all proposals and award in whole or in part based on bidder proximity, service availability, and demonstrated record of cost-effective service. An optional one-year extension for service year 2027 is available at the Town's sole discretion. Prospective bidders have seven working days prior to bid opening to report any specification errors or defects. Inquiries and site-visit scheduling should be directed to Town Engineer Robert Wasp at (914) 381-7835 or rwasp@townofmamaroneckny.gov. Bid documents are available through Empire State Purchasing Group at https://www.bidnetdirect.com/new-york or in paper form at the Town Administrator's Office.
