Qualified respondents must demonstrate substantial experience administering CDBG grants and submit proposals that include a general overview of the firm's CDBG administration experience, specific documentation of at least three (3) successfully administered CDBG projects with references including project locations, names, and contact information, resumes for all proposed project personnel with explanation of how the project fits within existing workload and schedule, and a detailed fee proposal for completion of services. The RFP indicates consideration for qualified Minority and Women-Owned Business Enterprises (MWBEs) as potential partners, though specific set-asides or restrictions on respondent eligibility are not detailed in the available information. The Town intends to award services based on demonstrated qualifications, relevant experience with similar CDBG projects, and proposed fees for grant administration services. The awarded consultant will work in coordination with the existing Livingston County Water and Sewer Authority infrastructure and may be required to undertake additional tasks beyond standard grant administration to support the Town's compliance with Office of Community Renewal program requirements. The contract value is directly tied to the $1,500,000.00 CDBG grant award, though the specific fee structure or budget allocation for grant administration services is not disclosed in the procurement notice.
