About this opportunity
The Colorado Department of Public Safety, Purchasing and Contracts Unit, is soliciting quotes on behalf of the Town of Hartman for water system operations under Documented Quote #RFAA 2026-0528, with quotes due July 2, 2026 at 2:00 p.m. MT. Service-Disabled Veteran-Owned Small Business (SDVOSB) respondents certified by the U.S. Small Business Administration and incorporated or maintaining a place of business in Colorado receive a 3% preference on quoted price.
The scope covers temporary operational responsibility for a groundwater community water system serving approximately 61 people through 45 service connections. The awardee must hold a Level C Treatment and Level 1 Distribution certified operator license in responsible charge and perform routine disinfection, operations and maintenance, compliance sampling, emergency response procedures, facility security coordination, equipment inventory management, and power sustainability. The operator must maintain 2.0 mg/L free chlorine at the entry point and greater than 0.2 mg/L in the distribution system, conduct weekly chlorine residual measurements and monthly total coliform compliance sampling, submit lab results to the drinking water portal by the 10th of each month, and issue Tier 1 public notices within 24 hours for critical issues such as E. coli detection and Tier 2 notices within 30 days. Monthly coordination meetings are required with Prowers County, DOLA, CDPHE, DHSEM, and the operator.
The total budget is $100,000 for a contract term running through June 30, 2027, with contract commencement on July 1, 2026. Pricing must remain firm during the initial contract term and include all fees for service delivery. Price and cost are the primary evaluation factors. Prior to purchase order execution, the awardee must provide proof of good standing with the Colorado Secretary of State and an insurance certificate documenting required coverage. All information technology provided must conform to WCAG 2.1 level A and AA success criteria, certified via Voluntary Product Accessibility Template (VPAT 2.4) or independent third-party accessibility evaluation. Award notification is anticipated July 9, 2026.
