About this opportunity

The Town of Breckenridge, located in Colorado, is seeking a design-build contractor to replace its existing water metering system with an Advanced Metering Infrastructure (AMI) system through a comprehensive Request for Proposal (RFP). The project involves replacing approximately 5,200 existing mechanical water meters (3,000 residential) with ultrasonic water meters and an integrated AMI hardware data collection system. Key deliverables include a turnkey installation encompassing procurement, meter replacement, coordination with homeowners, permit filing, system commissioning, testing, training, and ongoing software updates. The contractor must provide meters with specific technical requirements, including IP68 vacuum-sealed construction, lead-free certification, and 915 MHz RF signal capabilities. Proposals are due by November 14, 2024, with a Notice of Selection expected in November 2024 and a Notice to Proceed anticipated in February 2025. The project timeline targets meter installations and data collection infrastructure to begin in April 2025, with completion targeted for October 1, 2025, and final project finalization by December 2025. The successful contractor will be required to provide a 20-year warranty and ensure full integration with the existing Caselle billing system.

The procurement includes specific set-aside designations and federal requirements, including Disadvantaged Business Enterprise (DBE) participation goals with fair share objectives of 6.1% Minority-owned Business Enterprises (MBE) and 6.6% Women-owned Business Enterprises (WBE). The project will be funded through the State Revolving Fund (SRF) program and is subject to additional federal mandates such as Davis-Bacon prevailing wage rates and American Iron and Steel provisions. The current water metering system uses Itron's Integral ERT drive-by system, which has exceeded its useful life and is no longer manufacturer-supported. The new system must support multiple communication frequencies, including 915 MHz RF signals, 450-470 MHz ranges, CAT-M, and NB-IoT cellular networks. While a specific budget range is not explicitly stated, the comprehensive nature of the project suggests a significant investment in municipal infrastructure. The town is seeking a solution that includes advanced features such as acoustic leak detection, customer data interfaces, cloud-based support software, handheld equipment for activation and troubleshooting, and comprehensive employee training.
