Minimum qualifications include a valid Washington State Towing License as a Registered Tow Truck Operator, valid driver's licenses with appropriate Commercial Driver's License endorsements for all drivers, a valid Hazardous Materials License, and proof of good standing with the Washington Tow Truck Association. All employees and subcontractors must pass Pierce County Sheriff's Office background checks with no prior felony convictions. Contractors must carry Commercial General Liability Insurance ($1 million occurrence / $2 million aggregate), Commercial Automobile Liability Insurance, and Workers Compensation Insurance, naming Pierce County as additional insured.
The contract runs from November 2026 through November 2027, with the option to extend for four additional twelve-month terms at the County's sole discretion. Pricing is evaluated on a 30-point scale within a six-criterion points-based system: Qualifications and Compliance (15 points), Service Delivery and Response Capability (20 points), Secured Vehicle Storage Operations (10 points), Equipment and Technical Capability (10 points), Billing/Reporting/Administrative Support (10 points), and Pricing Proposal (30 points), plus a 5-point evaluation of proposal quality.
