About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is issuing a Request for Bid (RFB 758 2600000258) on behalf of all state agencies and political subdivisions for towing and flatbed truck services. The procurement seeks qualified vendors to provide 24-hour, 7-day-per-week towing and related services on an as-needed basis across multiple designated districts throughout Kentucky. Bidders may respond for one or more districts and must demonstrate a minimum of three years in business, maintain 24-hour availability, and submit pricing using the standardized Bid Sheet that requires base fees per engagement, per-mile distance charges, and emergency service fees across twelve distinct districts. The Commonwealth intends to award multiple contracts per district to ensure adequate service coverage and does not guarantee minimum hours or staging requirements. Award will be determined on a best value basis with price weighted at 100 points (lowest bidder receives maximum points), while 24-hour availability and three years of business experience serve as pass/fail criteria. Vendors must submit written questions by December 4, 2025, at 2:00 PM EST, with the Commonwealth responding by December 5, 2025, and all bids are due by December 15, 2025, at 1:30 PM EST. The initial contract period runs from award through November 30, 2026, with optional renewal for four additional two-year terms subject to written approval and possible renegotiation of terms.
Kentucky resident bidders receive reciprocal preference in accordance with KRS 45A.490-494, and qualified Kentucky Correctional Industries vendors receive an additional 20 percent preference on pricing evaluations. All vendors must register in the Commonwealth eProcurement System prior to submission, as paper bids are non-responsive and all submissions must be electronic in Microsoft Word, Excel, or PDF format. Vendors are required to maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability Insurance of $1,000,000 combined single limit, and On-Hook Towing Insurance of $1,000,000 combined single limit, with certificates of insurance provided prior to award. Drivers must maintain valid commercial driver's licenses (CDL), and all pricing must remain valid for a minimum of 60 calendar days following the bid due date. Price increases are prohibited during the first 12 months of the contract; any subsequent increases require written justification based on industry-wide price changes. No specific budget ranges or incumbent vendor information have been identified in the solicitation documents.
