About this opportunity

The Texas Department of Transportation is requesting offers for TopoDOT LiDAR Processing Software under RFO 601440000054497, with responses due October 1, 2026 at 3:00 p.m. Central Time. This is a re-advertisement of a previous solicitation and is being advertised as proprietary under Texas Government Code 2155.067, with TxDOT believing the software is specific to one provider.

The scope requires delivery of five Enterprise 1000 perpetual licenses with installation, configuration, and activation on TxDOT-approved endpoints. The software is a plug-in for Bentley OpenRoads Designer designed to extract topographic information from mobile mapping, point cloud, and imagery data using automation, artificial intelligence, and machine learning. Key deliverables include the TopoShare Enterprise Platform for cloud-based data sharing, web-based training, and comprehensive maintenance and support services including annual updates, patches, technical support, and access to TopoDOT University learning resources. The vendor must complete all installation, initial setup, configuration, and performance optimization, including setup of units, coordinate systems, and data storage. Vendors must provide detailed explanations of all AI functionality and submit AI compliance documentation in accordance with TxDOT's Acceptable Artificial Intelligence policy. New or modified AI functionality requires 45 days' advance notice; TxDOT reserves the right to cancel without penalty if AI does not comply with policy.

Responses must be submitted through the Euna Procurement system at https://txdot.bonfirehub.com/. Award will be made on a best value basis considering quality, reliability, delivery, vendor performance history, and system compatibility. Pricing must be submitted per unit on the designated schedule, F.O.B. destination, freight prepaid. The tentative contract award date is October 15, 2026. Compliance documentation must include execution of offer, Texas Family Code Schedule, vendor qualifications statement, assumptions schedule, and exceptions schedule. Respondents with a CPA Vendor Performance Report letter grade below 'C' or documented unsatisfactory performance may be disqualified.
