About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is soliciting bids on anti-shank soft toothbrushes for adults under IFB HHS0017608, with bids due July 23, 2026 at 10:30 a.m. Central Time and questions due July 16, 2026. The procurement is being conducted on behalf of the Austin State Supported Living Center (AuSSLC) and is open to all vendors; no set-aside, preference program, or HUB Subcontracting Plan is required, though vendors with subcontracting opportunities are encouraged to submit a plan.
The scope is 4-inch flexible security nylon toothbrushes, classified under NIGP 65284, for the facility's vocational department. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any awarded contract.
The historical monetary value for the initial contract period (September 1, 2026 through August 31, 2027) is $257,500, provided as a guideline only and not guaranteeing volumes. Pricing must be firm, fixed, and all-inclusive of labor, equipment, materials, supplies, and related expenses submitted on Exhibit C. Price adjustments are permitted at HHSC's sole discretion, correlated with the Consumer Price Index using a formula specified in the solicitation. The initial contract term runs September 1, 2026 through August 31, 2027, with two optional renewal periods (each one year) and a possible extension of up to one additional year at HHSC's discretion.
HHSC reserves the right to make single or multiple awards based on best value. Evaluation criteria include ability to meet specifications and delivery requirements, past vendor performance, ability to perform, and price. Award is contingent on approval by the HHSC Executive Commissioner or designee. Respondents must affirm compliance with standard HHS contract affirmations, including suspension and debarment certifications, E-Verify compliance, cybersecurity training, and statutory prohibitions on contracting with entities that boycott Israel or energy companies, discriminate against firearm industries, or provide certain medical procedures. A 240-day firm offer period applies. Mandatory submission documents are Exhibit A (HHS Solicitation Affirmations, pages 1–14), Exhibit C (Pricing Sheet), and Exhibit D (Bid Execution Page); failure to submit any required document results in bid disqualification. Bids may be submitted through the optional HHS Online Bid Room; technical difficulties with the online system are not grounds for protest.
