About this opportunity

The Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Quotation (RFQ) for the procurement of powered commercial grade landscaping tools on a term contract basis. This procurement encompasses nine distinct items totaling 139 units: 20 backpack blowers, 30 handheld blowers, 20 fourteen-inch chainsaws, 4 eighteen-inch chainsaws, 13 pole pruners, 8 hedge trimmers, 4 cut-off saws, 15 straight shaft edgers, and 25 weedeater trimmers. All items must meet or exceed specifications for Stihl brand equipment or approved equal products and must be delivered within ten calendar days of receiving a term contract delivery order, Monday through Friday excluding holidays. Quotations were due on April 19, 2018, at 4:00 p.m. local time, with submissions accepted via fax or email. The contract term is twelve months or until the estimated amount is expended, at the County's discretion, with renewal options for four additional twelve-month periods exercisable upon mutual written agreement. Pricing must be submitted as firm fixed unit prices quoted to two decimal places, inclusive of all freight, shipping, and handling fees with F.O.B. point at destination.

The County awards contracts on an item-by-item basis to the lowest responsive, responsible quoter and reserves the right to reject awards financially disadvantageous to the County or resulting in awards under $1,000. Small Business Enterprise (SBE) certified vendors within ten percent of the lowest bid may be awarded under Palm Beach County's SBE ordinance. Local preference provisions apply, allowing a five percent price reduction for qualified Palm Beach County or Glades-based businesses with a permanent place of business established prior to RFQ issuance and supporting documentation. Payment is contingent upon County satisfaction and acceptance of delivered items, with invoicing directed to the Palm Beach County Finance Department. The County retains all public records generated in connection with contract performance and reserves the right to conduct criminal history record checks on vendor personnel under Palm Beach County ordinance. No incumbent vendors were identified, and no specific budget range was disclosed in the solicitation.
