About this opportunity
Tompkins County, New York is seeking proposals from qualified contractors to provide equipment, labor, materials, maintenance, management, and policies to operate a transportation system for hauling the county's municipal solid waste and construction and demolition debris. The Request for Proposals (RFP) is for a 3-year contract, with 3 optional one-year extensions, to collect, transport, and dispose of approximately 55,927 tons of solid waste generated annually in Tompkins County. The waste will be delivered to the county's Recycling and Solid Waste Center (RSWC) in Ithaca, New York, where it will be weighed and monitored during transfer and hauling operations. Proposals are due by 2 PM on March 22, 2024, and a pre-proposal site visit is scheduled for the week of February 26, 2024. Bidders must provide pricing for both the hauling and disposal services combined, as well as separate pricing for just the hauling services and just the disposal services.
The RFP does not include any set-aside or subcontracting goals for minority-owned, women-owned, service-disabled veteran-owned, or disadvantaged businesses. Tompkins County does not make any guarantees regarding the minimum tonnage of solid waste that will be received at the RSWC. The incumbent contractor, New England Waste Services of NY, Inc., has been awarded an identical or substantially similar procurement contract within the past five years. The successful contractor will be required to provide a $1,000,000 performance security, and payment terms are to be negotiated.

BACKGROUND
The population of Tompkins County is approximately 104,777. Based on the most recent census date, there are 47,993 total housing units in the County. The majority of the persons living in group quarters are students who are 10-month housing. The total County population is distributed over 491 square miles, with densities ranging from 48 to nearly 5,000 persons per square mile. The character of the County is primarily rural, with the exception of the City of Ithaca. There are only a few areas within Tompkins County that are predominantly industrial.
The Tompkins County Recycling and Solid Waste Center (RSWC) is located on Commercial Avenue in the City of Ithaca. The scale house and weigh scale (in-bound and out-bound scale) will be maintained and operated by Tompkins County and will be used by the County for weighing waste during Transfer/Haul operations. The tonnages measured at this weigh station will be the basis for all payments under this contract. The Recycling and Solid Waste Center is operated and maintained by a contracted third party (hereinafter called "facility operator"). The Contractor will need to coordinate transportation of acceptable waste with a designated contact of the facility operator.
Tompkins County received approximately 16,063 tons of municipal solid waste for disposal in 2023, which includes Construction and Demolition material at the County Recycling and Solid Waste Center (RSWC). Total solid waste tonnage generated in Tompkins County is approximately 55,927 tons per year. The successful contractor is responsible for only that portion of Tompkins County received at the RSWC. The county does not currently accept
source separated C & D for separate disposal. Although the tonnage of C & D material delivered to the facility is unknown it is anticipated that approximately 2,500-3,500 tons could be delivered to the RSWC annually. The County is considering accepting source-separated C & D material for separate disposal to an acceptable C & D disposal site and or C & D recycling facility.
Tompkins County, by mandate of County Law, does not accept out of County waste at the County RSWC. Tompkins County does not make any guarantee regarding the minimum tonnage of solid waste received at the RSWC.
