About this opportunity
The Oregon Department of Corrections (ODOC) Purchasing/Contracts Division has issued an Invitation to Bid (ITB) for the procurement of approximately 7,616 cases of canned tomato products to be delivered to its Central Distribution Center in Salem, Oregon. The tomatoes may be supplied in various forms including sliced, diced, stewed, halved, or whole, and may be spiced, flavored, or unflavored, packaged in cans or pouches. All products must meet USDA Grade B or better standards and comply with all FDA regulations, with sodium content not exceeding 240 mg per 100 grams and a minimum shelf life of twelve months from delivery. The procurement requires eight full truckloads of product, with the first delivery required within 30 days of order receipt and subsequent loads delivered 30 days apart thereafter. Pricing must be submitted on a per-unit basis with no more than four decimal places, inclusive of all transportation, fuel surcharge, and delivery charges on an FOB Destination basis. The deadline for requesting clarifications or changes is February 2, 2026, at 9:00 AM PST, with bid closing on February 9, 2026, at 9:00 AM PST. Contract award will be made to the lowest responsive, responsible bidder based on total price evaluation, and ODOC reserves the right to request samples, nutritional facts labels, and product certifications from bidders during the evaluation process.
ODOC applies a five percent preference for Oregon-fabricated or processed goods and an additional five percent preference for resident bidders headquartered in Oregon. The historical purchase price for whole tomatoes was $14.30 per case as of August 2025 from incumbent vendor Highland Wholesale, providing a reference point for bid evaluation. There are no stated set-aside designations for disadvantaged enterprises or restrictions limiting responses based on organization type, meaning all qualified vendors are eligible to submit bids. ODOC retains discretionary authority to order quantities less than the full bid amount and may award to multiple vendors at its discretion. Payment is typically made within 30 days of delivery and acceptance, and the contract start date will be determined following Purchase Order issuance.
