About this opportunity

Palm Beach County Board of County Commissioners is requesting quotations for portable toilet and hand wash station rental and service under RFQ F26-0149/BW, with responses due August 10, 2026 at 4:00 p.m. Palm Beach County time. The solicitation establishes a term contract with pricing held constant regardless of quantity variation, recognizing that unit requirements will fluctuate on a daily basis and duration of use is unknown at time of award.

Quoters must be registered in the County's Vendor Self Service system prior to contract finalization; subcontractors also require active vendor registration. Small Business Development Program compliance is mandatory. Local preference consideration applies to vendors maintaining a permanent place of business in Palm Beach County or the Glades.

All units must be delivered undamaged, clean, sanitary, and fully operational. The successful quoter is responsible for pickup and delivery at no additional cost, maintenance and repair of all damage during the rental period, and restoration of any road, facility, utility, irrigation, or vegetation damage caused by unit placement within three working days of notification. Any unit failing operational inspection upon delivery must be replaced within five hours at no cost. Failure to restore property damage may result in invoice deductions or a vendor performance report. The quoter must provide current emergency contact names and telephone numbers outside normal business hours. Monthly invoicing covers thirty consecutive days commencing from delivery date.

Quoters must comply with E-Verify employment verification, Davis-Bacon wage requirements if applicable, debarment and suspension certifications, Drug-Free Workplace Certification, and federal telecommunications equipment and recovered materials procurement regulations. Disclosure of any litigation history with the County or other governmental entities is required, along with certification of compliance with the County's Commercial Non-Discrimination Policy. Responses are accepted via fax or email to the Procurement Department.
