About this opportunity
The Commonwealth of Pennsylvania's Department of Environmental Protection, on behalf of Fayette County, is soliciting bids for on-call electrical maintenance services at three Acid Mine Drainage (AMD) treatment plants: Toby Creek, Coal Hollow, and Swamp Creek, located in Elk County. The contractor must provide comprehensive electrical troubleshooting and repair services for overload relays, variable frequency drives, motors, sensors, heaters, lighting systems, and related operational equipment at these facilities. Service response times are required within twenty-four hours for non-emergency requests and three hours for emergency requests, with major plant shutdowns classified as emergencies. The contractor must submit documentation of relevant experience and provide three professional references for verification. The contract term runs from July 1, 2026 through June 30, 2028, with renewal options for up to three additional consecutive annual terms through June 30, 2031. Bids must be submitted by 2:00 p.m. on Thursday, April 9, 2026 through the eMarketplace portal, with the posting date of April 3, 2026. The award will be made to the lowest responsive and responsible bidder meeting all specifications and requirements.
The contractor must comply with extensive federal and state procurement requirements, including the Build America Buy America Act mandate that all iron, steel, manufactured products, and construction materials be produced in the United States unless subject to approved waivers, as well as the Steel Products Procurement Act requiring U.S.-produced steel with at least seventy-five percent domestic content by cost. The Trade Practices Act prohibits the use of aluminum or steel products from Brazil, Spain, South Korea, and Argentina. Davis-Bacon prevailing wage rates apply to the work, and the contractor must maintain workers' compensation insurance, comprehensive general liability insurance with minimum coverage of $500,000 per occurrence, and automotive liability insurance with identical minimums, naming the Commonwealth of Pennsylvania as an additional insured. Compensation is structured on a reimbursement basis for actual labor, materials, and mileage, with labor charges including travel time capped at two hours per day per person, mileage reimbursed at GSA rates not exceeding 200 miles round trip per service call, and materials reimbursed at actual cost plus administrative expenses not exceeding ten percent. Upon contract renewal, the contractor may increase unit prices by a maximum of three percent with ninety days' advance notice. The specific contract value is not disclosed in the procurement documents; payment is contingent upon actual labor hours, materials consumed, and mileage incurred during service delivery.
