The scope encompasses development of a new brand identity and logo for the Wyoming Quit Tobacco program; a complete logo suite with multiple format variations and detailed brand style guide; customizable Google Suite document templates; tobacco-free signage designs; a fully functional Content Management System-based website with hosting, domain management, and advanced web analytics integration; and a multi-channel public education campaign with ongoing evaluation reporting. Pricing must be submitted as all-inclusive fixed price based on individual deliverables, with payment contingent on completion and written acceptance of each deliverable. The State will negotiate payment terms based on the contractor's proposed schedule, with invoices payable upon successful completion and Agency acceptance.

Technical proposals are evaluated on 120 points (background and experience, work quality demonstration, project approach, and value-added services) and cost on 15 points, with optional oral presentations in November worth an additional 25 points. All submissions must be uploaded through the Public Purchase online bidding system; incomplete uploads by the deadline are deemed non-responsive.
