All cable and springs must be stainless steel, and kits must be Vertical ProsGear 100% stainless steel systems meeting ANSI Z359 and OSHA 1910/1926 standards. The scope is equipment procurement only; installation services are excluded. Safety climb kits range from 50 feet to 500-feet in height with quantities distributed across ladder mount and monopole configurations for guy towers and self-supported towers. The largest single quantities are 121 units of the 475-foot tower kit (Model VPCSCS-475'L-STAINLESS), followed by 22 units each of the 200-foot and 300-foot tower kits. Delivery to 6951 Crowner Drive, Dimondale, Michigan must occur within 90 business days, Monday through Friday between 7:30 a.m. and 4:00 p.m. Pricing must be firm for the entire contract term.

The contract runs September 1, 2026 through August 31, 2027, with initial one-year term. Contracts valued at $250,000 or more require State Administrative Board approval. Evaluation weights technical criteria at 75 points and pricing at 25 points; proposals must achieve a minimum of 80 technical points to have pricing evaluated. The State will award to the responsive and responsible bidder offering the best value. The State reserves the right to conduct on-site visits, request oral presentations, and negotiate pricing. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable formats (Microsoft Word or Excel) with pricing as a separate file. The State will consider whether bidders qualify as Qualified Disabled Veteran or Service-Disabled Veteran-Owned Businesses under Michigan law. Proposals are irrevocable and binding for 180 days from submission. The solicitation manager is Bethany Preston (PrestonB2@michigan.gov).
