About this opportunity

The Michigan Department of Technology, Management, and Budget Financial Services Office is requesting proposals for statewide program management of the MIO Technical Assistance Center Elective Pay initiative under RFP 260000002609, with proposals due September 24, 2026 at 3:00 PM Eastern and questions due September 15, 2026 by 3:00 PM Eastern.

The scope covers fiscal years 2027–2028 and includes managing an 8–10 regional ambassador program, coordinating accounting assistance services, supporting tax-exempt entities in accessing federal IRS elective pay incentives for geothermal, solar, and energy storage projects, delivering statewide education and outreach, and collaborating with state agencies to integrate elective pay considerations into clean energy grant programs. Bidders must demonstrate at least two years of experience providing technical assistance for the US IRS Elective Pay program, provide references from at least two previous clients, and demonstrate participation in elective pay professional networks at the statewide or national level.

The contractor must appoint at least one Elective Pay Program Manager as Key Personnel responsible for day-to-day operations, available Monday through Friday 8:00 a.m. to 6:00 p.m., and responding to State inquiries within 24 hours. No subcontracting for services is permitted. The contractor must attend weekly MIO team meetings and twice-weekly meetings with the TAC Director. Key Personnel require State approval and cannot be removed without prior written consent. Pricing is firm for the entire contract term with monthly invoicing. The contractor must maintain comprehensive insurance including $2 million Commercial General Liability, $1 million Privacy and Security Liability, $1 million Crime Insurance, and $3 million Professional Liability, and comply with Michigan labor, antidiscrimination, and prevailing wage laws.

Proposals are evaluated on a 100-point technical scale: General Section–Scope of Services (55 points), Mandatory Minimums and Experience (20 points), Key Personnel (15 points), and Vendor Questions Worksheet (10 points). Proposals achieving 80 or more technical points advance to pricing evaluation. Award goes to the responsive and responsible bidder offering best value, considering total cost of ownership, economic impact on Michigan, and employment of Michigan residents. Contracts valued at $250,000 or more require State Administrative Board approval. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats. The solicitation manager is Bethany Preston, PrestonB2@michigan.gov or 1-855-647-8724.
