About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Highways, is soliciting bids for Thermoluminescent Dosimetry (TLD) System badges for radiation monitoring through Request for Bid (RFB) 605_2600000552_1_SO. The procurement requires 300 TLD badges per quarter, 25 lost or unreturned badges, and 10 emergency processing services, with the TLD system capable of qualifying and quantifying beta, x-ray, gamma ray, and neutron exposure across a photon energy response range of 16 KEV to 6.1 MEV, beta energy capability, and a response range of 10 MR to 10 REM. Vendors must maintain National Voluntary Laboratory Accreditation Program (NVLAP) certification for neutron response and provide quarterly processing, set-up charges, control monitors, quarterly reports, duplicate reports, and shipping costs as part of their unit price, with quarterly billing and payment arrangements. Evaluation will award 95 points for price (lowest bidder receives maximum points) and 5 points for delivery time (best delivery time receives maximum points), with vendors required to specify delivery time in calendar days after receipt of delivery order and subject to 1 percent per day penalties for late deliveries. The written question deadline is April 27, 2026, with responses to questions due April 30, 2026, and sealed bids due electronically through the Kentucky Vendor Self Service (VSS) e-Procurement system by May 7, 2026, at 1:30 p.m. Eastern Time, with an anticipated award date of May 12, 2026. The initial master agreement contract period extends from award through March 31, 2027, with four optional one-year renewal periods available thereafter.
Vendors must comply with reciprocal resident bidder preferences and submit Required Affidavits addressing campaign finance compliance, resident bidder status if claimed, qualified bidder status if applicable, and Artificial Intelligence disclosure. All vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Automobile Liability Insurance of $1,000,000 combined single limit if providing delivery services, with a Certificate of Insurance naming the Kentucky Transportation Cabinet as additional insured before contract award. Prices are firm for the first 12 months, with any subsequent increases requiring 30 days' notice and proof of industry-wide justification, while price decreases must be communicated immediately. The RFB does not identify an incumbent contractor or specific budget allocation but reserves the Commonwealth's right to extend the contract to other state agencies and political subdivisions with vendor consent. Vendors must be registered in the Kentucky VSS system prior to bid submission, as late registrations will not be accepted, and all responses must be submitted exclusively through the electronic VSS platform at https://vss.ky.gov.
