About this opportunity

The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC), Division of Purchases, issued Request for Bid (RFB) 2100000439 on February 18, 2021, on behalf of the Department of Highways to procure Thermoluminescent Dosimetry (TLD) badges for Elliott County. The solicitation seeks a vendor capable of providing TLD badges that qualify and quantify beta, x-ray, gamma ray, and neutron exposure with specific technical specifications including photon energy response from 16 KEV to 6.1 MEV, beta energy response from TL-204 to SR-90-/Y-90, and whole body dose monitoring capability from 10MR to 10REM. The badges must be NVLAP-certified for neutron response and sorted into thirteen groups with thirteen control monitors required. Bidders must submit pricing for three line items: 450 TLD badges for one quarter of service, 25 lost or unreturned badges during a quarter, and 20 emergency processing instances per badge occurrence, with all pricing to include quarterly TLD processing, set-up charges, addition and deletion of services, control monitors, quarterly reports, duplicate reports, and all shipping costs on an F.O.B. Destination Freight Prepaid basis. The bid closing date and deadline for submission is March 9, 2021, at 1:30 PM Eastern Time, with a public bid reading scheduled via telephone conference at 3:00 PM Eastern Time on the same date. Evaluation will be based on best value with price as the sole measurable criterion worth 100 points, with the lowest bidder receiving maximum points.

The contract will be awarded to the Kentucky Transportation Cabinet Division of Construction with an initial master agreement period of one year and four optional one-year renewal periods available with written approval from both the vendor and KYTC Division of Purchases, plus potential extension for up to 90 days following all renewal periods. Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive preference equal to twenty, fifteen, or fifteen percent of maximum points respectively. Vendors must be registered in the Commonwealth eProcurement System and submit required affidavits, including the Annual Affidavit 2021, demonstrating compliance with Kentucky statutes regarding campaign finance laws, sales and use tax registration, and boycott prohibitions, with all statements made under penalty of perjury. All bidders must complete pricing for all three line items through the Kentucky Vendor Self Service (VSS) platform at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService to qualify for consideration in the award process. The procurement documents contain no information regarding incumbent vendors, set-asides for disadvantaged enterprises, funding sources, or specific budget ranges or award values. Vendors are subject to nondiscrimination, ethics, and record retention requirements for three years following final payment, with all billing and payment to be made quarterly within thirty working days of invoice receipt and a one percent penalty per month assessed for payments exceeding thirty working days.
