About this opportunity
Escambia County Waste Services Department is seeking proposals from qualified engineering firms to provide comprehensive services for the Perdido Landfill facility, focusing on Title V compliance reporting, gas collection and control system (GCCS) design, construction, and maintenance. The procurement requires firms to perform ten specific tasks, including monthly data review, semiannual NSPS and NESHAP compliance reporting, annual Title V statements of compliance, greenhouse gas reporting, and landfill gas design consulting services. Evaluation criteria will assess respondents on knowledge of Title V compliance requirements (30 points), experience managing gas collection and control systems (25 points), landfill gas experience within Escambia County (35 points), project approach (5 points), and clarity of roles and responsibilities (5 points). The solicitation was released on January 13, 2026, with questions due by January 27, 2026, and proposals due electronically via ProcureNow by February 12, 2026, at 10:00 a.m. The resulting contract will have an initial thirty-six-month term with options to renew for two additional twelve-month periods, potentially extending to sixty months total.
The solicitation does not specify any set-aside designations or restrictions on respondent types, indicating the opportunity is open to all qualified engineering firms capable of meeting the technical requirements. Proposals must not exceed twenty pages and must include comprehensive insurance coverage, including workers' compensation, general liability, business auto liability, professional errors and omissions, and umbrella liability coverage. While no incumbent vendor is mentioned, the contract will be awarded to a single vendor on an "all-or-none total" basis. The solicitation requires compliance with specific federal regulations, including 40 CFR 60 New Source Performance Standards Subpart WWW and Subpart XXX, and 40 CFR 63 Subpart AAAA for hazardous air pollutants. The geographical scope is defined by the attached Area Limit Map and KMZ file, which provide precise boundaries for the Escambia County Waste Services Department's service area. Although no specific budget range is provided, the comprehensive nature of the required services suggests a significant contract value commensurate with the extensive reporting, design, and maintenance responsibilities.
