About this opportunity

The Michigan Department of Health and Human Services is requesting proposals for Title II Grant Evaluator services under RFP 260000002483, with proposals due September 15, 2026 at 3:00 PM ET and written questions due September 1, 2026. Service-Disabled Veteran-Owned Businesses may qualify for preference consideration under Michigan law.

The scope involves reviewing Title II grant applications, assessing compliance with program requirements, monitoring project progress, and preparing detailed evaluation reports. The work includes both in-person and virtual site visits on an hourly basis with an anticipated volume of seven units. The evaluator will conduct comprehensive documentation reviews, attend meetings with grant recipients as needed, and provide feedback regarding funding decisions and implementation guidance.

Evaluation is weighted across five categories: Vendor Questions Worksheet (10 points), Schedule A Section 3 (30 points), Schedule A Sections 4–8 (25 points), Schedule A Sections 9–13 (25 points), and Schedule A Sections 14–23 (10 points), totaling 100 points. Proposals receiving 80 or more points advance to pricing evaluation. The State reserves the right to negotiate terms, conduct site visits, request oral presentations, and award based on best value rather than lowest price alone. Contracts valued at $250,000 or more require State Administrative Board approval.

All proposals must be submitted electronically through Michigan SIGMA VSS in modifiable formats (Microsoft Word or Excel) with individual files not exceeding 30 MB. Bidders must submit a Confidential Treatment Form regardless of whether confidential treatment is requested. Schedule C requires Professional Liability (Errors and Omissions) Insurance with $3,000,000 per occurrence and annual aggregate limits; Commercial General Liability with $1,000,000 per occurrence and $2,000,000 general aggregate; and Automobile Liability with $1,000,000 per accident. Schedule F applies mandatory federal compliance obligations including debarment verification under 2 CFR Parts 180 and 3000, Byrd Anti-Lobbying Certification if the contract exceeds $100,000, and clean telecommunications equipment requirements. Proposals are irrevocable for 180 calendar days from submission. The solicitation manager is Nicole Haring at 517-284-9454 or Haringn@michigan.gov.
