About this opportunity
Palm Beach County Board of County Commissioners is issuing an Invitation for Bid (IFB #21-024R/SS) for comprehensive tire services on a term contract basis, with bids due by July 1, 2021, at 4:00 p.m. local time. The procurement seeks a single contractor to provide tire repair, replacement, mounting, balancing, valve stem installation, wheel cleaning and powder coating, standby tire service during severe weather, and miscellaneous tire services for County vehicles and equipment across two geographical lots (East of 20 Mile Bend and West of 20 Mile Bend, including Belle Glade/Pahokee areas). Services must accommodate various vehicle types including passenger vehicles, light trucks, medium and heavy duty trucks, trailers, industrial specialty equipment, farm/off-road equipment, and Fire Rescue crash trucks. Qualified bidders must maintain a minimum of three equipped service trucks with TIA-certified personnel, including one truck equipped with hydraulic mini-boom and clam for heavy tire changes; demonstrate the ability to respond to emergency calls within thirty minutes and standby service within five hours; provide three references from similar work performed within the past three years; and operate a licensed repair facility within Palm Beach County. Pricing shall be structured on a time-and-material basis with replacement tire costs and mounting services based on the Florida Sheriff's Association (FSA) Tire & Related Services Contract pricing, and bidders must provide firm, fixed unit prices for service calls and tire work across multiple vehicle categories. The contract shall be awarded for an initial twelve-month term with the option to renew for four additional twelve-month periods, with an anticipated contract value of $788,000 over the initial term.
A 5% local preference applies to bidders with a permanent place of business in Palm Beach County, verified by current Business Tax Receipt, and Small Business Enterprise (SBE) bidders receive preference if their bid is within 10% of the lowest non-SBE bid. Bidders must comply with Equal Business Opportunity (EBO) Program requirements and maintain Commercial General Liability Insurance of $1,000,000 per occurrence, Business Auto Liability of $1,000,000 combined single limit, and Workers' Compensation Insurance. For parts procurement under Section B, bidders must be authorized dealers or distributors for tire manufacturers Bridgestone and/or Michelin and submit a single fixed percentage discount or markup from specified price lists, with no margins accepted by the County. Criminal history background checks are required for personnel accessing critical facilities or criminal justice information facilities. The County reserves the right to reject bids resulting in awards of less than $1,000 or multiple small fragments and may reject all bids or award additional contracts for similar services at its discretion.
