About this opportunity
The Palm Beach County Board of County Commissioners Purchasing Department issued Invitation for Bid (IFB #21-024RR/SS) for tire services on a term contract basis, with the bid submission deadline of December 9, 2021, at 4:00 p.m. EST. The solicitation seeks comprehensive tire services including tire repair, tire replacement, tire balancing, and related emergency road services for various County vehicle types and equipment, such as passenger vehicles, light trucks, vans, SUVs, utility trucks, medium and heavy-duty trucks, fire rescue vehicles, golf carts, trailers, and farm/off-road equipment. Services must be available 24 hours per day, 7 days per week, 365 days per year, with emergency road service response required within 30 minutes of notification. The work is divided into four lots based on geographic location (east and west of 20 Mile Bend) and whether tires are provided by the vendor (Lots #1 and #2) or by the County (Lots #3 and #4). Pricing for tire replacement and related labor services must be based on current Florida Sheriff's Association (FSA) Tire & Related Services Contract pricing for all service categories and tire sizes. Awards will be made on a lot-by-lot basis to the lowest responsive, responsible bidder, with primary and secondary designations assigned to the lowest and second-lowest bidders for each tire manufacturer (Bridgestone/Firestone or Michelin). Qualified bidders must demonstrate minimum qualifications including three service trucks equipped with specific tools and certifications, at least one truck with hydraulic equipment capable of servicing heavy construction and crash truck tires, TIA-certified personnel on each truck, and a licensed repair facility within Palm Beach County.
A 5% local preference discount may be applied to responsive Palm Beach County businesses, representing a set-aside consideration for local vendors. The contract requires comprehensive insurance coverage with minimum limits of $1,000,000 for commercial general liability and business auto liability, workers' compensation insurance, and garagekeeper's legal liability with $100,000 minimum per-occurrence limits. Bidders must register in the County's Vendor Self Service system and comply with the Equal Business Opportunity (EBO) Program requirements, criminal history background checks for critical facilities access, drug-free workplace certification, and various state and federal compliance mandates. The resulting contract will be awarded for an initial 12-month term with the option to renew for four additional 12-month periods upon mutual written agreement. The anticipated contract value is $788,000 for the initial 12-month period. No incumbent vendor information was provided in the available documentation.
