About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is seeking a contractor to conduct a Tillamook Bay Subtidal Bay Clam Resource Survey near Garibaldi, Oregon. The procurement is a fixed-price contract requiring a comprehensive marine survey team capable of performing subtidal bay clam assessments. The contractor must provide a minimum of four staff members, specifically two or more divers, a boat operator, and a dive tender/safety diver to assist ODFW staff during survey operations. The project is scheduled to run from approximately January 1, 2023, through June 30, 2023, with an estimated 16 boat/dive days required to complete the surveys. Proposals are due on December 13, 2022, by 3:00 PM Pacific Time, with contractors required to submit a detailed cost sheet outlining the proposed price per day and total proposed price. The primary objective is to conduct subtidal surveys of bay clams and associated habitats within the channels of Tillamook Bay, with ODFW emphasizing that no costs beyond the total proposed price will be reimbursed.
ODFW is encouraging proposals from certified disadvantaged, minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses. While a specific budget range is not explicitly stated, the contract will be awarded on a fixed-price basis, suggesting a predetermined budget allocation for the project. The procurement allows for diverse business participation, particularly focusing on supporting historically underrepresented business enterprises in marine research and survey contracts. Proposing organizations must demonstrate technical capability, marine survey expertise, and the necessary equipment and personnel to successfully complete the subtidal bay clam resource survey. The contract appears to be a competitive procurement with an emphasis on technical competence, safety protocols, and cost-effectiveness in conducting marine ecological research within Tillamook County's marine environments.
