About this opportunity

Livonia Public Schools is requesting bids for construction of a Thrive Track at Garfield Community School in Livonia, Michigan, with bids due October 21, 2026, and a mandatory Bid Kick-off Meeting on October 7, 2026, at 12:00 p.m.

The scope encompasses demolition, site preparation, and installation of an outdoor fitness and recreation facility on approximately 8.61 acres, including a 9-foot asphalt walking track, synthetic turf surfaces, poured-in-place rubber playground safety surfacing, concrete sidewalks and curbing, drainage infrastructure with perforated draintile systems, grading, site restoration, and landscaping with deciduous trees. Michigan prevailing wage rates apply to all construction mechanics classifications, with rates effective November 2025 through April 2026. Contractors must comply with the Michigan Building Code, Americans with Disabilities Act standards, and the School District's Contractor Code of Conduct. Work is to commence in Spring 2027 with substantial completion required by September 2027.

Bidders must submit pricing on a lump-sum basis including all labor, materials, equipment, prevailing wages, insurance, permits, bonds, and taxes, with unit pricing options available for undercutting, asphalt, concrete, and rubber surfacing. A bid bond equal to five percent of the total bid amount is required; contracts of $50,000 or more require performance and payment bonds at 100 percent of the final contract amount. Contractors must maintain comprehensive general liability insurance of $1 million per occurrence and $3 million aggregate, workers' compensation insurance, and a $1 million commercial umbrella policy.

The School District intends to consider the contract by November 9, 2026. Written clarification requests are due October 14, 2026, at 12:00 p.m. The contractor is responsible for field verification of all utility locations and coordination with MISS DIG three working days prior to construction. All demolition materials become contractor property for removal and legal disposal.
