The scope encompasses data collection and analysis, community outreach and public hearings, goal development, and strategic planning; preparation of all required narratives and data tables using HUD's eCon Planning Suite and Integrated Disbursement and Information System (IDIS); and submission to HUD. The consultant must demonstrate proficiency with eCon Planning Suite and IDIS.
The fixed contract value is up to $30,000 with a 12-month initial term; work is to commence by November 16, 2026 and conclude with final submission to HUD on May 14, 2027. The consultant must provide three references for similar work and maintain insurance coverage including Workers' Compensation (statutory requirements), Public Liability/Property Damage ($2 million combined single limit), Automobile Liability ($2 million), Errors and Omissions ($2 million), and Contractual Liability, with the City named as additional insured. Evaluation emphasizes understanding of the City's needs and HUD requirements (45 points), experience with eCon Planning Suite and IDIS (15 points), firm and assigned-personnel qualifications (25 points combined), cost (10 points), and references (5 points). Written questions are due October 23, 2026 by 5:00 PM. The City reserves the right to award to a single or multiple contractors, or not award if deemed in its best interest.
