About this opportunity

Peabody Municipal Light Plant is requesting sealed bids for three-phase 23KV padmount transformers with bids due November 5, 2026 at 10:00 a.m. at the PMLP offices in Peabody, Massachusetts.

The scope comprises five transformer models: one 150 KVA, two 225 KVA, one 500 KVA, two 750 KVA, and one 1000 KVA unit, all rated at 22,860 GRD Y/13,200 volts primary. An alternate bid item requests pricing for five 2000 KVA units. All transformers must comply with IEEE Standard C57.12.34 and include type 304 stainless steel components, loop switching provisions with three hot-stick operable switches, dead-front high-voltage terminations rated for 200 amps, low-voltage epoxy bushings with tinned anodized blade-type terminals, internal fault detectors, partial-range current-limiting fuses, and manual no-load tap changers. All units must be tested and certified as PCB-free prior to shipment. Bidders must submit guaranteed maximum no-load losses, full load losses, percent impedance, and primary expulsion fuse sizes. Payment adjustments apply if average tested losses exceed quoted losses, using loss factors of $5.256 per watt for no-load losses and $1.625 per watt for full-load losses.

Delivery is required to the Peabody jobsite with 72-hour advance notice. Pricing must remain firm for sixty days following quotation. Bidders must submit three copies of sealed bids with completed bid forms, evidence of qualifications, construction drawings, and certifications of non-collusion and tax compliance. Payment will be approved within thirty days of delivery and inspection at 100 percent of the quoted price, subject to loss-based adjustments.
