About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, acting on behalf of the Maine Department of Inland Fisheries & Wildlife, is requesting quotations for three Lotek Biotracker telemetry receivers operating in the 30 MHz frequency band (138.000–168.000 MHz), with quotations due March 30, 2015 at 2:00 p.m. local time via the State of Maine's electronic Advantage Vendor Self Service (VSS) procurement system.

Each unit must be waterproof and dust-tight with 256 user-programmable channels, scanning functions, PC-based frequency upload capability, and operating temperature range of −20 to +50°C. Delivery is to Greenville, Maine. Each quotation must include a user manual, frequency upload software, RS232 cable with USB converter, international mains power supply, car 12V power lead, headphones, battery holder for AA cells, and spare connector covers. Bidders must specify delivery periods and manufacturer warranties; all prices must include delivery and freight and exclude federal and state sales taxes.

Quotations exceeding $100,000 trigger an Economic Impact Form requirement detailing salaries paid to Maine residents, payments to Maine-based subcontractors, state and local tax payments, licensing fees, and charitable contributions within the preceding 12 months. The highest economic-impact bidder receives a 10% reduction in bid evaluation cost, with proportional reductions applied to lower-impact bids.

Award decisions will be made on a best-value basis considering conformity with specifications, delivery dates, and state interests, followed by lowest-price comparison among compliant bids. The state reserves the right to reject all bids and will not request best and final offers. All quotations must remain valid and binding for at least 180 days from bid opening. Successful bidders will execute contracts under State of Maine Buyer Purchase Orders or Master Agreements with net 30 payment terms upon receipt of accurate invoices.
