About this opportunity
The Texas Department of Public Safety is requesting bids on THP Grappler Kits under IFB 405-26R0017007, with bids due July 22, 2026 at 5:00 p.m. Central Time. The solicitation is advertised as sole source or proprietary, though DPS will consider qualified vendors offering equivalent products with detailed specification and comparison documentation.
The scope comprises ten front-bumper-mounted Grappler Kit units with mounting hardware and wiring, twenty Duty Arresting Nets (30-foot additional netting), one Grappler Supply Kit (spare parts service-support kit), and one Multi-Instructor Training Package. All items must be delivered to DPS Headquarters in Austin, Texas. The Grappler Kit is a traffic enforcement tool designed to deploy nylon netting to entangle fleeing vehicles' rear tires and reduce risk during vehicular pursuits.
The contract term is one year from the effective date, with DPS retaining the right to extend performance for an additional six-month period at specified rates for re-advertising or transitioning to a new vendor. Bidders must submit complete pricing on the Mandatory Pricing Schedule reflecting all costs and expenses, with DPS guaranteeing no minimum compensation. Bids must remain valid for 180 days following the solicitation opening date.
Award may be made to one or multiple contractors based on best value evaluation, considering past performance through the Vendor Performance Tracking System, financial stability documentation, and references from similar past contracts. Contractors must provide evidence of financial resources via audited financial statements for the prior two years or a Dun & Bradstreet Business Information Report. Questions are due July 14, 2026. The anticipated contract award date is July 27, 2026. Electronic submissions must be sent to DPS_Solicit_Response@dps.texas.gov or submitted via the optional DPS Online Bid Room. Vendors must complete the Information and Certifications Form, including HUB certification status disclosure and compliance certifications covering debarment, drug-free workplace, E-Verify, background investigations with fingerprinting, and foreign adversary restrictions. All work product and intellectual property created under the contract are exclusively owned by the State of Texas.
