About this opportunity
Palm Beach County Board of County Commissioners Purchasing Department issued Request for Quotation (RFQ) #080416-70/JM on August 16, 2016, and amended it on August 26, 2016, for the purchase and delivery of one walk-behind thermoplastic pavement marking applicator with a submission deadline of August 31, 2016, at 4:00 p.m. Palm Beach County Local Time. The solicitation seeks a new, current-year model Titan Tool Advance Striping Equipment Thermomark 250 or equal applicator that meets specific technical requirements, including a maximum empty weight of 290 pounds, 250-pound material capacity, aluminum construction with a 20-pound LPG fuel tank, dual heating burners with a 20,000 BTU minimum rating, automatic temperature control between 400 and 440 degrees Fahrenheit, and both 6-inch and 12-inch extrusion dies with a bead dispenser capable of applying 4, 6, 8, or 12-inch widths. The successful vendor must deliver the fully assembled and detailed equipment ready for operation to Palm Beach County Fleet Management at 2601 Vista Parkway, West Palm Beach, Florida 33411, Monday through Friday between 7:00 a.m. and 3:00 p.m., and provide the name and location of the nearest factory authorized service representative along with detailed manufacturer specifications if offering an alternative brand. Quotations must be submitted as a single, fixed unit price on an all-or-none basis with prices remaining firm for ninety days from the date of opening, and may be submitted by fax or email. The award will be made to the lowest responsive, responsible bidder, and Amendment #1 to the RFQ, issued on August 26, 2016, modifies the die shield specification to contain a single 5 x 9 inch re-ignitable radiant heater.
A 5% local preference is available for quoters with a permanent place of business in Palm Beach County established prior to solicitation issuance, verified by a valid Business Tax Receipt and completed Certification of Business Location, and a 5% Small Business Enterprise (SBE) preference is available for certified SBE firms within 10% of the lowest bid. All quoters must submit a non-discrimination policy consistent with Palm Beach County Resolution R-2014-1421 and comply with criminal history records check requirements under Palm Beach County Code. The price submitted must include all supervision, labor, equipment, materials, tools, machinery, transportation, and other facilities necessary to provide the equipment ready for operation, and payment will be rendered only upon County satisfaction and acceptance of the delivered item. No incumbent vendors or current contractors are identified in the solicitation documents. While the solicitation does not specify an award value or budget range, vendors must acknowledge Amendment #1 and provide any revised response pages with their submissions, as failure to do so will result in rejection of the vendor's response.
