About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is soliciting bids for a master agreement contract to supply thermoplastic intersection marking materials for the Division of Highways serving all twelve highway districts throughout Kentucky. This Request for Bid (RFB 605 2600000015) encompasses 32 line items including granular thermoplastic pavement marking materials in yellow (2,000 lbs) and white (20,000 lbs) in 50-pound containers, glass beads, binder, concrete sealer, propane-fired industrial heat torches, and preformed thermoplastic symbols and arrows ranging from 5 to 300 units per item, as well as thermoplastic linear striping in multiple widths (4" to 24") totaling thousands of linear feet. All materials must conform to Section 837 of the Kentucky Standard Specifications for Road and Bridge Construction and be approved on the List of Approved Materials for Heat Applied Preformed Thermoplastics Category I, with pricing submitted on an F.O.B. Destination Freight Prepaid basis with vendors responsible for all shipping costs. The evaluation criteria allocate 95 points to price, with the lowest bidder receiving maximum points, and 5 points to delivery time in calendar days, with best delivery time receiving maximum points; delivery times exceeding 30 days may be deemed unresponsive. Bids are due electronically through the Kentucky Vendor Self Service portal by August 5, 2025, at 1:30 PM Eastern Time, with a tentative award date of August 12, 2025. The initial contract period runs from September 1, 2025, through August 31, 2026, with four optional one-year renewal periods available at the discretion of both parties. Vendors must bid all line items to be considered for award, submit only one response with one model/brand per item, and register in the eProcurement system at least 24-48 hours before the submission deadline, with mandatory electronic submission through the Kentucky Vendor Self Service portal.

Reciprocal resident bidder preferences apply under Kentucky Revised Statutes (KRS) 45A.490-494, requiring resident bidders to submit an affidavit confirming authorization to transact business in Kentucky and evidence of one year of tax filing, unemployment insurance contributions, and workers' compensation coverage. Qualified bidder preferences of up to 20 percent are available to Kentucky Correctional Industries and up to 15 percent for Kentucky Industries for the Blind, nonprofits furthering KRS Chapter 163 purposes, and qualified nonprofit agencies serving individuals with severe disabilities. Price increases are prohibited during the first twelve months of the contract; thereafter, increases require thirty days' notice and documented proof of industry-wide price changes. Late delivery penalties of one percent per day apply unless delays result from factors beyond the vendor's control, including Commonwealth actions, third-party actions, civil disturbance, war, terrorism, pandemics, natural disasters, or acts of God. All delivery orders require a minimum of 4,000 pounds for yellow material and 20,000 pounds for white material to a specific destination. The solicitation does not identify incumbent vendors or budget values, though vendors must provide product literature and, if applicable, certificates of authority for foreign entities with their bid responses to demonstrate compliance with material specification requirements.
