About this opportunity

The Pennsylvania Department of Transportation is soliciting bids for furnishing and installing Thermoform PVC pipe liners at two locations in Franklin County, with bids due electronically through the PA Supplier Portal by July 28, 2026 at 1:00 PM Eastern Standard Time. This procurement is set aside exclusively for small businesses certified through the Department of General Services Small Business Contracting Program — a decision-flipping restriction that eliminates all non-certified bidders.

The scope encompasses approximately 65 linear feet of 24-inch Thermoform PVC Storm Lining at SR 997 in Letterkenny Township and approximately 40 linear feet of 40-inch Thermoform PVC Squash Pipe Lining at SR 4006 in Fannett Township. Installation includes pre- and post-installation TV inspection and cleaning, equipment setup, heat coiling and liner insertion, processing, and site cleanup. The contractor bears all labor, materials, equipment, tools, insurance, and associated costs in a single unit price bid. PennDOT handles traffic control and pipe-end preparation. Bidders must submit three professional references from clients for whom similar services were performed within the last five years.

The maximum contract value is $49,955.00, valid through June 1, 2027, with no renewal options. The Commonwealth reserves the right to extend the contract for up to three months under identical terms. Award goes to the lowest responsive and responsible bidder; the Commonwealth may award by line item if advantageous.

Bidders must submit electronically (no mailed bids accepted), complete all required line items or face bid rejection, and include a Worker Protection Certification Form (BOP 2201), valid Certificate of Insurance naming the Commonwealth as additional insured, Domestic Workforce Utilization Certification (identifying percentage of direct labor in the U.S. or approved WTO countries), and Reciprocal Limitations Act form documenting manufacturer name and state of manufacture. Performance security equal to at least 50 percent of the purchase order price is required within ten days of award. Questions are due prior to July 28, 2026 at 10:00 AM EST to Jen McDannell (jmcdannell@pa.gov). No pre-bid conference is scheduled.
