About this opportunity
The Florida Department of Financial Services, Division of Criminal Investigations, intends to enter into a single-source agreement with Thermo Electron North America LLC for maintenance and repair services on Thermo Fisher Scientific analytical laboratory instrumentation, with prospective vendors permitted to submit relevant information by July 2, 2026, at 2:30 p.m. ET. This is a notice of intended single-source procurement under section 120.57(3) F.S.; the Department will post a formal determination only after reviewing any vendor submissions and confirming that services are available exclusively from the single source.
The scope is a 12-month service plan including one annual preventative maintenance visit and unlimited corrective maintenance site visits within 72 hours of a technical support inquiry. Services must be provided by certified, trained service engineers and include performance-verified replacement parts, software, technical support, upgrades, and on-site maintenance.
The estimated contract value is $79,356 for a 12-month term. The single-source justification rests on Thermo Electron North America LLC holding proprietary rights to the design, software, and performance-verified components exclusive to Thermo Fisher Scientific systems; OEM service contracts are deemed necessary to ensure critical laboratory equipment remains operational for the Division's criminal investigation support mission under Florida Statutes sections 633.104(1) and 633.112 and Rule 69D-5.001, Florida Administrative Code. Thermo Electron North America LLC is the only source with access to certified factory-trained engineers and International Organization for Standardization certification for these systems.
Vendors wishing to challenge the single-source determination or demonstrate alternate capability must submit information by the July 2 deadline. The notice will remain posted for at least 15 business days in accordance with Florida Statutes sections 120.57(3) and 287.057(3).
